I've rewritten large parts of the advice, especially where visibility conditions were used, and utilised the random names extension to add some context to part b).

I've split parts a and b into separate questions. I'm not sure about part c - is it obviousthat you'd always want to underestimate the distance? Maybe it needs a sentence like "you want to know if you'll meet your target in the next five minutes".

I've used the random names extension, rewritten the advice, and added a testing condition so that the exact amount of paint needed is never a whole number of buckets.

Rejigged a lot of the advice, and added steps to part a to make it abundantly clear that you need to calculate bounds for both the speed and the time taken.

It would be nice if the time was sometimes definitely lower or higher than the record, but I've spent long enough on this question already.
